Mix at medium or high speed for 4 minutes until the ingredients are evenly combined.

Method:
Mix water and Best Cream at medium or high speed for 4 minutes. Air the fat with powdered sugar using a mixing whisk at fast speed for 5-6 minutes. Then combine both, mix at high speed for 5-6 min.
